We have now reached the stage of having

a preliminary draft Order in Council for this purpose. I do not think you will find it necessary to study the present draft of the Order since its terms are not yet finally settled, but in substance it provides for the institution of a Committee to be known as the University of Hong Kong Medical Degrees Emergency Committee to be appointed by the Secretary of State to exercise the powers of the Senate of the University of Hong Kong in this matter of admission to medical degrees.

The proposed Committee is as explained in Mr. Paskin's minute and it is proposed that Sir Thomas Southorn should be Chairman and that Sir William Hornell (ex-Vice-Chancellor of Hong Kong University) should be invited to accept Membership. Mr. Morse,

another proposed Member, is the present General- Manager of the Hong Kong Bank and was himself Treasurer of the University in Hong Kong until the outbreak of the Far Eastern war.

I seek approval for completing this scheme, the Order in Council, and the invitations to the proposed Chairman and Members of the Committee.
